Whether a particular company can license it depends on rights, privacy handling and how much history still exists.

How much history is likely to exist?
Large instances can hold many years of tickets, but ServiceNow supports archive rules and data retention policies, and administrators commonly use them to keep tables small. Archive rules are a standard way to move older records out of active tables (confirm the details in ServiceNow's current administration documentation), which means older tickets may be in an archive table rather than gone, or may have been deleted by policy.
So the depth question is two questions:
- What is the oldest record visible in the live tables?
- Are older records in an archive, and can anyone read them?
An instance with a documented retention policy and accessible archives is a better candidate than one that has been purging on an unwritten schedule.

What can and cannot be licensed

How the introduction and rewards work

Is ServiceNow ticket data valuable for AI training?
It can be, because incidents record a problem, the working notes and the resolution, and changes record approvals. Value depends on volume, years of history, link quality between tickets, changes and knowledge, and whether the company holds rights and can redact personal data properly.
Can archived ServiceNow records still be used?
Archived records are moved out of active tables under archive rules, and may remain readable depending on configuration, or may be removed by retention policy. Ask the administrator whether archive tables exist, how far back they go and who can query or export them.
Does a ServiceNow knowledge base export count as training data?
Knowledge articles are useful, particularly when linked to the incidents they resolved and to feedback. Articles alone are less informative than article-plus-usage. Rights matter too, because articles may include vendor or customer content the company cannot relicense.
Can a managed service provider license its ServiceNow history?

What does a partner need to know about the data?
